If you don't like your government agenda, you can change it at any time with 450 influence and dont need to wait for leader to die, and/or wardec fallen empire to replace your leader.
You have access to Efficient Buracracy AND Aristocratic Elite .
so you can colonize more colonies which have governers AND have science ships that survey planets.
